Judge Peggy Hora, (Ret) California Superior Court Judge and former presiding Judge of the Drug Treatment Court in California, is an internationally acclaimed expert who has published, lectured and advised in the field. She is a former dean of the B.E. Witkin Judicial College of California and has been on the faculty of the National Judicial College (NJC) for 25 years. Among her numerous awards and honours, she is the recipient of the 2017 V. Robert Payant Award for Teaching Excellence presented by the Faculty Council of the NJC and was also inducted into the Stanley Goldstein Drug Court Hall of Fame.
Professor David Best, Professor of Criminology at Sheffield Hallam University in England holds a PhD in the psychology of addictions. He has published extensively on desistance and addiction recovery. His current research activities also include recovery pathways, recovery capital and its measurement, social identity theory and its implications for recovery, and addiction treatment effectiveness particularly in prison settings.
Dr Shannon M Carey, Co-President and Senior Research Associate at NPC Research, is a recognised expert with extensive experience in the evaluation of drug courts, including cost analysis. She was involved with developing and writing the seminal US national Adult Drug Court Best Practice Standards.
Paul L. Cary, MS, Toxicologist and former Scientific Director Toxicology Laboratory, University of Missouri Health Centre, with expertise in drug testing, and was involved with developing and writing the seminal US national Adult Drug Court Best Practice Standards.
Helen Harberts, JD, has worked as a prosecutor, rising to become the Chief Deputy District Attorney of the Criminal Division in Butte County, CA. She also served as a Chief Probation Officer (1995-2002) with responsibilities and expertise in adult Drug Courts, returning to senior Corrections roles later and lecturing and writing extensively on the adult Drug Treatment Court field. She has been honoured for her work both as a Prosecutor and a Probation Officer and was inducted into the Stanley Goldstein Drug Court Hall of Fame.

Douglas B. Marlowe, J.D., Ph.D. (speaking via prerecorded video prepared for the conference), is a Senior Scientific Consultant for the National Association of Drug Court Professionals (NADCP), Senior Science & Policy Advisor for Alcohol Monitoring Systems, and Training Consultant for the Global Institute for Forensic Research. He is a Fellow of the American Psychological Association (APA) and the College of Physicians of Philadelphia. A lawyer and clinical psychologist, Dr. Marlowe studies the impact of coercion in substance use disorder treatment, the effects of drug courts and other rehabilitation programs for persons with substance use disorders involved in the justice system, and behavioral treatments for persons with substance use disorders and justice system involvement. He has published over 175 journal articles, monographs, books, and book chapters on the topics of drug courts, correctional rehabilitation, forensic psychology, and treatment of substance use disorders.
